Proposition 2 and 4: Empowering California’s Schools and Communities
This November, California voters approved Propositions 2 and 4 among ten statewide ballot measures submitted during the election held on November 5. The approval of these two propositions enables the state of California to secure $10 billion in funding for the renovation of K-12 schools and community colleges, as well as an additional $10 billion to tackle climate change initiatives.
A 2020 report from the Public Policy Institute of California revealed that nearly two out of five students in California attend schools that do not comply with the state’s minimum safety regulations. Proposition 2, approved with 59% of votes in favor, aims to allocate $8.5 billion for the renovation, repair, and construction of facilities in K-12 schools, along with an additional $1.5 billion designated for community colleges. These funds will be utilized for the removal of lead from water, the establishment of transitional kindergarten classrooms, and the construction of career and technical education facilities.
Proposition 4, approved by nearly 60% of votes in favor, would permit California to issue $10 billion in bonds aimed at various climate projects. Almost 40% of the bonds are to be allocated towards water conservation and drinking water improvements. The remaining amount has been allocated to wildfire prevention efforts and extreme heat projects, coastal resilience efforts, protecting the state’s biodiversity, and clean energy, among other essential environmental sectors. As climate disasters increasingly threaten our communities, infrastructure, and economy, this proposition aims to protect Californians and ensure access to safe, clean resources.
The approval of these propositions enables community colleges to enhance their facilities through construction and modernization, which supports initiatives focused on environmental and climate concerns. Additionally, these propositions will allocate funding, enabling California Community Colleges to collaborate with agencies and organizations in tackling the diverse challenges posed by California’s present and future climate impacts while also advancing the climate objectives outlined in Vision 2030.
